House Health Care Bill Offers Insurance Help To Some Migrants From Pacific Islands

SPRINGDALE, Ark. – Here in the self-described “Chicken Capitol of the World,” an enclave of unlikely migrants – 6,000 people from the Marshall Islands – is watching the health care debate with heightened interest.
Under an accord negotiated two decades ago involving three Pacific Island nations, the Marshallese can travel and work freely in the U.S. But many have low-paying jobs and high numbers are uninsured.
Years ago, they were eligible for immediate coverage under Medicaid, the federal-state health insurance program for the poor, but that benefit was revoked in 1996 as part of welfare reform. The result is they aren’t eligible for Medicaid — even after the five-year waiting period that applies to most other immigrants.

That’s unfair, say advocates who argue that the Marshallese are contributing to the American economy by working and paying taxes and should have the same access to government programs as other legal immigrants. “It’s like going to a party and you’re bringing your potluck dish of rice and fried chicken and fried fish, but you’re not eating anything,” said Marshallese Consul General Carmen Chong.
Now, the health care legislation being debated in Congress might provide some relief. Under the House bill, a little-noticed provision sponsored by Rep. Neil Abercrombie, D-Hawaii, would restore the migrants’ eligibility for immediate Medicaid coverage. The Senate bill doesn’t have a similar provision.

The three strategically located archipelagos about 2,000 miles southwest of Hawaii, came under U.S. control following World War II as part of a United Nations-designated trust. The U.S. created military installations in the region and used several of the Marshall Islands as nuclear test sites.
The three nations received their independence in the 1980s and agreed to host U.S. military facilities. In exchange, their citizens are allowed to work in the United States without a visa.
Rough estimates suggest there are about 20,000 islanders from the three countries living in the U.S., mostly in Hawaii. There are no estimates of how many are uninsured.
On a recent Wednesday night, about 50 Marshallese gathered at King’s Chapel for a rock-and-roll prayer service. Waston Attari, 40, sat in the front row, poring over a bible. He says sometimes the American dream feels more like a myth. “Living in the U.S. is a challenge for every one of us,” he says. He described many in his community who are living paycheck to paycheck.
For Attari, the most difficult part has been getting health care for his diabetes. He’s a self-employed tax adviser and doesn’t have health insurance. A community clinic has helped him get free insulin, but he explains that he can’t go to a doctor “because I don’t have the money to pay for the bills.” He believes he would qualify for Medicaid services under the legislation and could see a doctor regularly.

They’re bringing home $300 a week and trying to pay rent and utilities, and buy food and everything else.” Health insurance often doesn’t seem as pressing as the daily costs of living.
The Community Clinic at St. Francis House sees about 1,000 Marshallese patients each year, more than any other health provider in the region. Executive Director Kathy Grisham says it’s less than 4.5 percent of the clinic’s patients, but it takes a great deal of the clinic’s time and resources. Because so many of the patients are uninsured, much of that care is uncompensated.
Mark Krikorian, executive director of the Center for Immigration Studies, a think tank in Washington that favors tighter immigration controls, says it’s hard to argue that the Marshallese shouldn’t have access to Medicaid. The burden, he says, is falling to federally funded clinics like the St. Francis House and to certain emergency rooms, masking the actual cost of treating the islanders. But he says Medicaid access isn’t really the point.
“The bigger issue is should we be letting in people with little education from under-developed countries because there’s no way to avoid the costs” of their health care, he says. The root of the problem, he explains, lies in using immigration as a bargaining chip with other countries, because “mass immigration is incompatible with a modern society.”
But for many here, immigration policy is less important than solving the problem at hand. …Finally, as promised, a Special Comment on the latest version of H-R 35-90, the Senate Health Care Reform bill. To again quote Churchill after Munich, as I did six nights ago on this program: “I will begin by saying the most unpopular and most unwelcome thing: that we have sustained a total and unmitigated defeat, without a war.”
Last night on this program Howard Dean said that with the appeasement of Mr. Lieberman of Connecticut by the abandonment of the Medicare Buy-in, he could no longer support H-R 35-90. Dr. Dean’s argument is informed, cogent, heart breaking, and unanswerable.
Seeking the least common denominator, Sen. Reid has found it, especially the “least” part. This is not health, this is not care, this is certainly not reform. I bless the Sherrod Browns and Ron Wydens and Jay Rockefellers and Sheldon Whitehouses and Anthony Weiners and all the others who have fought for real reform and I bleed for the pain inflicted upon them and their hopes. They have done their jobs and served their nation.
But through circumstances beyond their control, they are now seeking to reanimate a corpse killed by the Republicans, and by a political game played in the Senate and in the White House by men and women who have now proved themselves poorly equipped for the fight…
…This bill, slowly bled to death by the political equivalent of the leeches that were once thought state-of-the-art-medicine, is now little more than a series of microscopically minor tweaks of a system which is the real-life, here-and-now version, of the malarkey of the Town Hallers. The American Insurance Cartel is the Death Panel, and this Senate bill does nothing to destroy it. Nor even to satiate it.
It merely decrees that our underprivileged, our sick, our elderly, our middle class, can be fed into it, as human sacrifices to the great maw of corporate voraciousness, at a profit per victim of 10 cents on the dollar instead of the current 20. Even before the support columns of reform were knocked down, one by one, with the kind of passive defense that would embarrass a touch-football player – single-payer, the public option, the Medicare Buy-In – before they vanished, the Congressional Budget Office estimated that the part of this bill that would require you to buy insurance unless you could prove you could not afford it, would cost a family of four with a household income of 54-thousand dollars a year, 17 percent of that income. Nine thousand dollars a year. Just for the insurance!
That was with a public option. That was with some kind of check on the insurance companies. That was before — as Howard Dean pointed out — the revelation that the cartel will still be able to charge older people more than others; will — at the least — now be able to charge much more, maybe 50 percent more, for people with pre-existing conditions — pre-existing conditions; you know, like being alive.
You have just agreed to purchase a product. If you do not, you will be breaking the law and subject to a fine. You have no control over how much you will pay for the product. The government will have virtually no control over how much the company will charge for the product. The product is designed like the Monty Python sketch about the insurance company’s “Never-Pay” policy … “which, you know, if you never claim — is very worthwhile. But you had to claim, and, well, there it is…”
…Health care reform that benefits the industry at the cost of the people is intolerable and there are no moral constructs in which it can be supported. And if still the bill and this heinous mandate become law there is yet further reaction required. I call on all those whose conscience urges them to fight, to use the only weapon that will be left to us if this bill becomes law. We must not buy federally mandated insurance if this cheesy counterfeit of reform is all we can buy.
No single payer? No sale. No public option? No sale. No Medicare buy-in? No sale. I am one of the self-insured, albeit by choice. And I hereby pledge that I will not buy this perversion of health care reform. Pass this at your peril, Senators, and sign it at yours, Mr. President. I will not buy this insurance. Brand me a lawbreaker if you choose. Fine me if you will. Jail me if you must.

Private would be classified as owned land that is not used by the public. For example if there is a public footpath going through a private estate then this is not private land and you would almost certainly need insurance or liable to face prosecution. Even if the land you were driving on was private and not open to the public you would still require permission from the land owner or again prosecution is possible. Now let’s say for arguments sake that you yourself own private land that is not open to the public in any way and your riding your quad up and down the driveway (nice for some) You clearly have it stated on one of those big wooden signs ‘PRIVATE PROPERTY ‘and maybe to add extra safeguard next to this you have another reading ‘BEWARE LION LOOSE’ okay a little over the top but you never know with some folk! Now the only pedestrians that are allowed to enter with your permission are the postman and milkman. Do you need insurance?  The answer here is no you don’t even though there is a good argument that you should because you have technically made it accessible to members of the public.
At the moment in the UK there is a strong push to get this amended where by any vehicle even though only parked and not been driven on private land should have insurance. Basically the police would have the same powers as they do now which would mean if you don’t have car insurance then they could possibly have your vehicle removed from your property and crushed. I personally find this totally preposterous and yet again more money for the car insurance business. Statistically the risk of injury to persons or damage to property by vehicles parked up is minuscule even for cars that are been drove on private land is tiny. Car insurance companies would be in a win win situation. Loads of cash coming in and a tiny amount going out on claims, lovely! I genuinely don’t have a problem with having to have car insurance on private land if the vehicle is been driven even on the moon for that matter. What about the classic car lover who’s been working on his pride and joy for the last 6 months. The motor’s parked in his garage and still probably requires a further 12 months before he lets it out for the world to see. Yes the car drives and is fully functional but not in a million years his he going to be seen in it on the road until it’s restored to how it was 50 years ago. Please can somebody clarify in plain English terminology why this classic needs car insurance? Doesn’t it make you feel like screaming!
